That would be new, because there was originally no all you can eat platter at lunch (after the latest menu change.)

Hi Its on the website allears menus, as of July 2013 so not sure when they stopped it, or if it is back again.

The menu on WDW's website refers to a "seasonal" all you can eat platter at lunch. No idea what that means - most likely it means that it is not available all the time.
