To be honest, to be safe I'd really avoid the simulator rides, which I hate to say (since there is so many), but whether one is rougher than the other, it might be best to stay away if you're avoiding any movement that she wouldn't occur on a normal day, as you put it.
The only simulator ride you'd be able to enjoy is Despicable Me and that is, because they have a stationary section.
Shrek is technically a show, but I suggest stationary seating as well. As there is a scene where you're riding a "horse" and they simulate by making the chairs move back and forth. Nothing too dramatic, but if you really want to stay safe, perhaps it's best to be in stationary seating. T2 technically has moving seats, but nothing I think that requires for her to have to be in the stationary seating. As all the seat does is slightly rises (probably about an inch) during a scene in which you're going up an "elevator" and abruptly drops at the end to simulate an explosion. Those are honestly the only two moments in which the chairs move. Which neither action would result in her head swiftly moving in neither direction.
She can go to all the shows, play areas, and walk through attractions, which you can search on their website for.

- Kang and Kodos Twirl 'n' Hurl (don't let the word 'Hurl' intimidate you, think of this as the Universal version of the Aladdin Carpet ride from Disney)
Islands of Adventures
- Cat and the Hat (however occasionally spins)
- One Fish, Two Fish, Red Fish, Blue Fish (another Universal like version of the Aladdin Carpet ride from Disney)
- Caro-Seuss-El
- High in the Sky Seuss Trolley Train
I would suggest Popeye and Blutho's, however, while I've never experienced my head feeling my head whipped around, or anything forceful, due to the ride simulating the idea of water rapids I'm unsure if it would be good for her to go on that ride if you really want to be safe. As you do from time to time have your raft bump into walls and what not and while it's not necessarily forceful, it's unpredictable.
