If you're seeing FL resident rates for DVC rooms, my guess is that it's a cash reservation booked directly with Disney which would be different than a DVC point rental reservation. If you're renting points, you are going through a DVC owner who has agreed to make a reservation for you using their points. You can arrange this yourself through a forum (like DisBoards) or through a broker that facilitates the whole process for you and makes it as seamless as possible - David's DVC Rental is a big one. With a point rental, you pay a set price per point so there would not be a FL resident rate with a point rental. Also with point rentals, it's no different than how a DVC owner stays - you don't receive daily housekeeping, you generally need to book 7-11 months in advance for the best shot at the resorts and days you want, and it's not refundable.
