I prefer Universal Studios. Most rides are indoors and the horror make-up show is great.

If you plan on riding the water rides at Islands of Adventure, it may as well be raining outside cause you are going to be drenched anyway.

USO has more indoor rides but my two favourites are on the IOA side (Forbidden Journey and Spiderman)
