We have taken our DS to POR when he was 3 and 4. We love it! They playground is assume. You can go over to POFQ by boat or walk. So you have the best of both worlds as far as the pools go. Plus POR has 4 quite pools! Your DD can go fishing, rent a surrey(DS loved this), take the boat to DTD (DS loved that as well). What little girl would not love a horse drwan carriage ride at night!!
You also have a very nice food court. Made to order salads and pasta bar were our favorites there. Then Boatwrights sit down Restaurant is fantastic! Our DS feel asleep at the table there after a long day at the parks. Luckily he had brought along his stuffed toy and he used that as a pillow. LOL! So we skipped dessert but their dinner was fantastic.
Oh and then go over to POFQ to have their beignets for either breakfast or a dessert! Your DD will love the mess they make and they are soooo good.
We have never had a problem with the buses. Always got on the first one leaving the Parks. the worst time I ever had was waiting for a bus at AK to take us to AK lodge. We waited an hour!!
I recommend POR over POFQ. It has much more to offer and the better playground as well. But you can pool hop between the 2. We never did though. POR also has boat rentals too that you could do there.
I have visited CSR but not stayed there. I did not like they way their food court is run. I have heard that they are not run by Disney and that their food is more expensive. So check into whether that is true. We were going to eat there but it did not seem very family friendly to us with all of the Convention people there in thier suits and such.
