Which level? Dollar and National

Which level is Dollar located on?

The last time I went with National it was on the street level just to the left as you entered the parking garage. Is it still?

Which one usually has the cleanest, low mileage cars?

They are both on the ground level of the garage.
Both allow you to choose you own vehicle, so you can check the mileage before taking the car, if being low mileage is that important to you.
