Which lens is better for low light Disney photography?

Is it more valuable to have an f/2.8 lens with image stabilization or an f/1.8 lens with no image stabilization? The specific lenses I'm considering are the Sigma 17-50 f/2.8 OS, and the Sigma 18-35mm f/1.8. I also have a Nikon D3000, so anything over ISO800 looks awful.
 
The 1.8 aperture is more important.
Image stabilization isn't much of a help -- since you are moving on a dark ride, you need to keep the shutter speed up, regardless of image stabilization.
 
You also need to be a little more specific when you say low light... do you mean dark rides, night parades, general night shooting of static subjects, etc...
