I would have to agree with the posters who say that even the bottom row of Soarin is much higher than Peter Pan. Peter Pan is probably 6 or 7 feet off the ground, Soarin is much higher.
But that is besides the point, even if you were only one foot off the ground you still feel like you are flying through the air for both attractions. Soarin more so than Peter Pan.
My mom is afraid of heights and she loves Soarin, she doesn't not have a severe phobia.
