Well, keeping in mind it's a matter of personal taste...
I like the second one better. The subject (the ocean) seems to me to call for a sense of expansiveness. The first shot seems to constrain everything--the sun, the water. The second shot feels more "open" and I get a better sense of the vastness of the water.
The composition is better in the second one too, without the focus the being right in the middle of the frame. In the first photo my eye gets stuck looking at the sun and nowhere else. There's no movement through the image.
Actually the more I look at the second one, the more I like it. There are some nice lines and colors there.

I vote #2 myself. The first one I feel that the sun is being thrown at me. Too much emphasis on the sun. The second one tells a story to me. It looks much more smooth and relaxing. I love the second shot.
I like the second one. In addition to what's already been said, the first one feels like it was cropped in from a larger image to me. Whether or not that's the case, it's just how it feels. Like there was this whole other part of the picture that was just cut out.

I would have to agree with everyone.
I prefer #2 as well. In #1, your eyes are drawn right to the middle and the brightest object in the photo, leaving the rest ignored. In #2, a story is unfolding. You have a nice foreground which leads your eyes into the photo to the pier and sun.
I agree with the others. Number 2 is a lovely shot. Great lines and composition.
If that's the scenery you have to practice on, I'm WAY jealous!

I like #2 better for the reasons above.
One suggestion, have you played around with straightening the horizon? I like the ocean to be level, but that sometimes doesn't work well with the pier.
The additional foreground in #2 is great.

Which one do you like better and why? Also, any suggestions to make them better are always welcome. Trying to get better before we head to WDW in 2 1/2 weeks!!!!!!!!!!!!!
I agree with everyone about #2.
I'd like to see #1 taken with a portrait view instead of landscape, giving some open space above the walkway. Curious to see how that would turn out.
