Where to purchase annual passes

Besides purchasing annual passes at WDW can they be purchased elsewhere in person? Can I purchase them at Disney NYC store or anywhere else offsite in person?

I don't think APs with the DVC discount are available anywhere except the parks and DtD. Even the old Disney Welcome Center in Ocala, who was tied into CRO for room reservations and regular APs, couldn't issue the discounted APs.
