Where to have Uber drop me off?

We have been to Disneyland many times and are going again at the end of this month. We are staying a few miles down Harbor Blvd and have decided to take Uber to the parks since it will be very close to the same price as parking at Disneyland. We have always stayed close enough to walk in on the Harbor side but I've been hearing that security lines have been crazy busy on that side. We were just going to have Uber drop us off at Ihop or maybe the drop off lot. Would it be better to be dropped off on the Downtown Disney side? In 2 weeks will it still be possible to be dropped off by ESPN or will I need to be dropped off somewhere else because of construction?

Basically, either the Drop off Area on Harbor where Taxis pick up (and make sure they go inside the drop off area, as you will be held responsible if they get a ticket) or at Downtown Disney. But with that end of Downtown Disney closing, who knows what will happen there.

If you are south on Harbor I just have them drop me off at the intersection where Park View Inn and iHOP are. All you have to do is cross the street and it saves you a couple of dollars.

You will be held responsible if they get a ticket? How exactly does that work? (Not being sarcastic, just want to know the exact legal process because it sounds absolutely unenforceable.)
