I don't know why I didn't think about this earlier; my mom has a private day care and does this with the kids every year.
She uses the graham crackers and royal icing that someone else mentioned. She gets gum drops, M&Ms, licorice, etc. and lets the kids decorate the houses using the icing. Typically, we'd put them all together the night before they decorate them so they'll be dry and sturdy by the next morning.
And, even though it's not real gingerbread, you can actually eat these. They're pretty tasty; at least, that's what I've been told.
