Where is WPE??

I was looking at the menu for WPE online and I really want to eat there this trip. It looks like you get a great selection of food for your money (or dining credit as in our case). Where in DTD is it located? What is it near? I dont remember seeing it anywhere in our previous trips. Also, its CS so you just pick your food up at the counter and sit? No waitress or tipping here? Thanks
