You can find Tonga Toast at Kona Cafe. It does not offer a character breakfast.

Captain Cook's the Polynesian counter service location, also offers Tonga Toast, but the table-service version is definitely of higher quality.

Which reminds me- Rainforest Cafe also offers a Tonga Toast, but it's different.

mmmm Tonga Toast at Kona is quite good, a little heavy and sweet but oh so good!
