Where is muster quieter?

The theater will likely be more comfortable as you have A/C and a seat. Unfortunately they generally will not allow you to pick a seat. The theater is divided between stations and they ask you to fill in seats as you come in to group the station together. You can ask and they may be able to make accommodations.

As for the alarms, they do not sound the alarm without a warning. During the drill the crew and the overhead will prepare you for when that will sound so that you can cover your ears. There maybe drills for the crew at times during the cruise, usually more common on port days. Any alarms for crew drills will also be preceded by announcements. The only alarms that are spontaneous and you will not get a warning for are REAL alarms. In those cases you should react appropriately and not just video things like the one person did.
 
Vet here, but my issue is with the crowds not the noise level. I always book a room with an inside muster station. The ability to find a corner and face the door is way better than being packed in with a bunch of people with no visible way out.
 
So you think it's louder inside?
The alarm is loud everywhere, it's designed to be audible no matter where you are on the ship. There are some places indoors where it will be louder due to smaller space, reverberation, etc. So when the alarm goes off, you could be in an area that gets a louder effect. However, if you are outside on the deck or in one of the indoor muster stations, it is about the same. They give countdowns starting about 30 minutes prior, so it won't be a surprise. Just be ready for the sound, but inside muster station is definitely a better situation overall.
 

We have always been in Animators Palate for the drill. They talk and prepare you for the siren, which always prompts me to cover my ears, but is not as loud as the noon "When you wish upon a star" blast outside.
 
I have had the benefit of being both inside and outside for the Muster drills. In my opinion, being in the theater is quieter overall. Also, the theaters tend to be sound proofed really well to avoid bothering guests staying nearby. I was in a room one floor above the movie theater on the Magic and never heard a single thing from the theater in the room. The sound during the drill inside the Movie theater on the Dream was a pleasant conversational volume as opposed to the speakers outside that can be... loud.

Outside there is a bit of reverberation from the speakers which could also cause issues if you are sensitive to sound waves. One of the ships, the Cruise director also had a more... high pitched whiny voice which bothered the living daylights out of me and we were outside. I had to plug my ears and I don't even have sensitivity issues.

No matter what you choose, I would encourage some sort of sound muffling if possible (ear plugs/caps etc) that I am sure you have with you in any case to make things more comfortable.

Inside or outside? Any vets have an opinion on this? I have extremely oversensitive ears & have a choice between two completely equal staterooms, one with an inside muster (theater) and one with an outside muster (deck 4). Any idea on which is less loud? I've been through it before & know it's loud anywhere, & wear a ton of ear protection, as well. But any reduction of the noise, in terms of choosing a better location, would help.

Anyone ever noticed the noise being worse/better indoors vs. outdoors?

We cruised Dream with an inside muster and Fantasy with an outside muster. Personally, I found the outside muster to not be as loud. I'm not certain if it just seemed that way because there was so much going on, or if inside "catches" the sound.
 
This is separate from the noise issue - but I don't understand why if you're inside you can sit and be relaxed, and when you're outside during muster they make you line up in a specific way and yell at you if you move.
 
We were in the Buena Vista Theater. I agree that inside is much more comfortable. My hearing is very sensitive. They do give you plenty of warning for when it is going to get loud. Covering my ears with my hands made it bearable for the short time the alarm went off.
