I`m going to take a wild guess here, since i`m seeing alot of tropical foliage in the background (or mabe not!! ) is it @ the Polynesian ???

So your clues indicate it is in Epcot...which is really kinda mystifying as I can't think of anywhere but Norway or Canada where this ENT must reside 'in theme'. I just don't have a decent guess. But I have seen his face before!
