Everyone was told to leave at the same time instead of staggered releases. We have these huge highway systems but you put thousands of cars on them at the same time and have one big traffic jam. Add ice to the mix and you have Atlanta. Southern cities do not have equipment to treat the highways...period. I said a silent "thank you" to a news anchor (originally from Mississippi) yesterday when he made the comment that New York drivers would be in the same position if they ran out of the salt stuff to put on the roads. I felt so bad for Atlanta knowing what those drivers were going through...and it was darn cold too! 
A good comparison would be...Main Street on New Year's Eve.
