Backlot Express is designed to resemble the old craft shops on studio backlots. There is a paint shop, stunt hall, sculpture shop, model shop, prop shop...in other words this is the spot that "prepares the props". This is part of a wheel so it IS part of a larger object but has nothing to do with water.
