I don't know how things work in all other countries (though I'm pretty sure that UK, Canada and Australia work similar to the US), but American television series are not generally available for online viewing by folks who's evident-ISP is located outside of the United States. Television programs are copyrighted, of course, and broadcasters, including Hulu (for example) and each television network's own websites, are licensed to broadcast programs only to viewers in the specific area that they're licensed to broadcast into, and are required to take whatever measures necessary to ensure that viewers in other areas cannot view such programs from their service.
Of course, this makes sense for American television series, since they are so highly-desired by foreign audiences. ITV (UK) isn't going to pay the producers of Gossip Girl (for example) loads of money, if those viewers were able to watch the program from The CW's website at an earlier date. That's why CW's website blocks foreigners from watching.
It might not make sense for foreign television series, at least not on the surface. We Americans (specifically) tend not to watch foreign television series. We have enough of our own, and generally don't respond well to foreign accents. There are exceptions, however, such as Doctor Who, and so in cases like that it does indeed make sense for (let's say) the BBC to block foreigners (including Americans) from watching Doctor Who on their website, leaving that audience to BBC America to service.
However, given that "we do it to them" (and that in some cases it makes sense for them to "do it to us"), I think you'll find that there won't be any legitimate sources for online viewing of any commercial programming from any of the foreign English-speaking countries. Instead, I suspect the producers of those series will hold out hope that they will be able to sell into the US market someday, somehow, perhaps even though Hulu.
To be clear, though, there are some foreign series on Hulu. If you know the exact names of the foreign series you're looking for, you can look for them there.
