I've only ever found tour groups (of kids/teens) at values and moderates. Most recently, I stayed at CSR this past July (20 thru 26) and they were all over the resort and the parks. I had some very upsetting incidents with the tour groups this time. Kids and teens always act more ridiculous when in groups and it seems especially exacerbated at WDW. While the heat was ridiculous at this time of year, the tour groups were the absolute worst part about the trip. I opted for a moderate resort due to everyone in our group not being able to afford a deluxe - but never again. And while I was acosted at the resort, I was pushed, shoved, sworn at, and worse at the parks. They also shoved and tripped my daughter to the ground as they were stampeding their way toward the exit (not too mention that they cut in line).
If you stay at a Deluxe, you most likely will not encounter any tour groups although you might encounter conference go-ers (like at the Contemporary or Swan/Dolphin) but their behavior is not as bad nor are they in groups at the parks. You might encounter longer lines at the resort restaurants when they are on meal breaks though.
I have seen tour groups in the spring and fall months, but not nearly as much as the summer months (mid/late June through end of July).
