Where do they post a schedule where...

characters are so you can have a meet and greet? When I went recently there were not a lot of characters out. Either, I just missed them or the pamphlet given is wrong. I just wanted to meet a certain character and it was sad I couldn't.
 
They do not post or publish most of that information. There is a little bit information on the Times Guides, but that is mostly for the characters with fixed meet and greet locations. Your best bet is to ask at City Hall for when (and where) a specific character might be out to meet guests.

I looked at the Times Guides from December and the general hours for the following characters/locations were included:
  • Disney Princess at the Royal Hall
  • Tinker Belle and Friends at Pixie Hollow
  • Mickey Mouse at his House in Toontown
  • Winnie the Pooh in Critter Country
  • Captain America in Innoventions
  • Oswald on Buena Vista Street
  • Disney Characters on BVS
  • Disney Stars in Hollywood Land
  • Mater and McQueen
  • Red the Fire Engine
None of the listing indicate which characters (except the specifically mentioned character) will be there. For example, Disney Princesses doesn't indicate which princesses you'll see. So in general, it's hard to know for sure which characters will be where and when.

As you can tell, that list only includes the characters with pretty much fixed meet and greet locations. The informal or moving locations are not included (e.g., Town Square, Paradise Pier/Boardwalk area, Fantasyland, etc.).

Which character were you looking for? Did you try asking a character host, a CM that has "ask me about characters" button? They will often have schedules, even of those that roam, that aren't posted in the daily guide. The evil queen seems to be the one consistant exception to this...no one ever has her schedule!
 
I have asked at the information kiosk in front of Jolly Holiday and they will call around to find out where characters will be a certain locations.
 

I went earlier this month, and at the kiosk by the Jolly Holiday they were able to pull up information on their computer.
 
I saw the Evil Queen! She walked right past me and I didn't do much because I was in awe. lol. The character I wanted to see was Tigger. He was a favorite of ours. He wasn't around that I could see except in the Plaza Inn but you need to pay for the character breakfast. The place he usually inhabits was closed for refurb. I did ask the information desk near JH but they weren't sure. :( Maybe next time....
 
The information kiosk in from of Jolly Holiday Bakery will often be able to tell you who is out and about, and where.
I asked one time who was scheduled to be out, and they were able to tell me that Peter Pan was currently wandering around over near the Matterhorn, and Goofy was on Main Street, etc.
 
I'm always looking for Donald Duck. Never have taken a picture with him at Disneyland! Makes me so mad. Saw him once in ToonTown, right before the CM took him off for a "break". It would be nice if there was a fixed location where I could find him.

Yes, unfortunantly with critter country closed Plaza Inn is the only location they can be found in the park.

Donald is frequently out in town square throughout the day, a character host in the area should have an exact schedule if he's not out when you are passing through. Guest relations or toon town CMs should be able to give you toon town times. Also, he is frequently in DCA by the Cove Bar, but I'm not sure if that counts as "disneyland" to you or not.
