Where do 40% off codes come from?

I've been checking mousesavers.com but I don't see any reference to 40% off codes. Who do these codes apply to and how do I find them?

Certain people had a code attached to their name and received a postcard or email offer for the 40% off. It was nontransferable and expired back in March, I believe.

yes, as stated above, and it expired to make the ressies by March 15th.
