It is a pre-cut build it yourself title by Paper Wizard from their Mousin Around Collection. It is available at scrapbook .com and you can find it by searching paper wizard mousin. But it's like $8, which is frankly ridiculous.

If you have a cricut and the cartridges, you can create it in the DS or the CCR. It's a very cute title but I would prefer to make one similar myself to parting with money and waiting on shipping. I'm a "got to have it ASAP" girl..

If you have a silhouette and DE (Designer Edition software that cuts SVGS) you can re-create something similar.
