When you arrive for rope drop, can you rent an ECV before the park opens?

Or is the rental location at each park in an area only accessible after the park is opened.

I'm thinking it will sort of suck to make the point of arriving early to take advantage of shorter lines/better access to fastpasses, but then spend the first who-knows-how-long locating the rental location, filling out paperwork and conducting the transaction. Does anyone have any advice/tips/information/etc.?

At each park the rope drop location is after stroller/wheelchair rental. The rental locations are always open when the first Guest is allowed in the turnstiles, which is the erarly breakfasts. And the turnstile opening for the General Pblic is generally 15-20 minutes before rope drop, sho you should have no problem in getting to Rental and renting an ECV prior to rope drop.

I don't know about the other parks, bit at Epcot when it's been busy, I have seen them set up a kind of satellite rental place just after security. This is before you go through the turnstiles. Epcot has a large area between the security check stations and the turnstiles that probably make it work out better than at the other parks.
