when would the parks be less busy? March or Dec?

That depends on what year it is, and when Easter falls.
I have found March to be less crowded when Easter is late in April. But Dec 21-28 is going to be crowded no matter what year it is.

The period over Christmas and New Years are the most crowded time of any year. I recommend March.

But, if that March includes Easter, then it's a "horse a piece". Disney says Easter is as crowded Christmas.

i worked in epcot one year in the month of december and i thought that the only really bad times were the week around christmas. i also spent four days last march in WDW, i thought it was a great time to be there. it was not too crowded and definitely warmer than christmastime!!! i remember having to bundle up to watch the fireworks on christmas, even stopping in epcot mexico to buy a blanket!
