When will November dining packages be available?

Today was my ADR day, but I couldn't book a Fantasmic or Festival of Fantasy dining package. Looks like they are currently available through Oct 31. Any idea when I should check back to book early November?

I would check every morning It seems to be kinda random as to when they get released.
