when to expect disney packet

When I called to update my reservation with my flight info and put in a room request, I asked when I would get my packets. He told me around 3 weeks prior.

I got my Disney packet today, but no DME yet. Is this normal? We only have 3 weeks left.

I received the packet last week at around 30 days out. The luggage tags I received a week or so before that.
