When is it the most crowded..Summer or..

Are the summer cruises more crowded or are the Spring/Fall cruises more crowded? We're doing the 3 day this July, but are looking to book a 7 day Eastern in 2006 or 2007. Of course, the price (& availability) will dictate when we go on the 7 day. TIA
