When is it less crowded? (what week in may)

My girlfriend and I are thinking of going one of the last two weeks in May 2013. We are trying to decide between May 21-24 or May 28-31
Which week would you recommend for least amount of crowds. My girlfriend is suffering from anxiety, so less crowds is important to us.

The French are back at school and there are no more public holidays, the last one was the 20th
