When does the parade start?

I have looked up on www.waltdisneyworld.com, and couldn't find the time for the water light parade.

It depends on where you're watching from, I suppose. We've watched it from the Polynesian at about nine-thirty, and Ft. Wilderness about eight-thirty or nine. Or maybe I have my times wrong. (This is why you should always pack a watch, and take note of when things happen. )

You can always ask a Cast Member when it starts at the place you want to watch it; it really does depend on the location and when it's dark enough. They'd probably be able to tell you a good place to watch, too.
