When does free dining start

Forgive me, I don't know if this has been answered or not. I am DVC and never travel during free dining, so I have never paid much attention. My SIL however, is planning a last minute trip for mid-late May. I am not sure if she booked on Friday or not. What is the start date of the free dining.

Also, she does not have a Disney Visa, so she can't book that today herself, can travel agents book before the general public can on Thursday?

Dates for Free Dining are 8/24-9/20.

Disney Visa holders started today (4/7).

General Public can reportedly book 4/10.
