When does a Code becomes available?

Is it the night before, the morning of, or sometime during the day? There is a rumor FD is becoming available on 3/30 and I want to be ready and get my dialing fingers prepared!

It would be at 7am eastern but in years past free dining wasnt available until around 4/7 for Visa members and 4/10 for all others
