When do you get to post attachements?

I just started scrapbooking and have finished my first page. Would like to post to get everyone's thoughts/advice/opinions.

Nobody can post attachments, this feature is not activate. You are free to post pictures of your work, that's what everyone does. Or a link to your work, for example work hosted at two peas.
