When do the FIFTEENS tour groups travel?

A few years ago, we were at POP and had so many FIFTEENS there..we stayed February 9-14. I was looking online and looks they return back home around the end of February... can anyone comment on this who has stayed at value resorts late February. We are staying at Sports this year Feb 20-27.

From what I understand and have read all of Jan-Feb is an issue with them...

Jan-Feb and July is when the groups from South America travel en masse.
