There are a lot of rides still open that are not ADA compliant (Examples: Peter Pan, Swiss Family Robinson treehouse, Tom Sawyer's island, Tomorrowland Transit Authority, plus a lot that are minimally accessible) so even though this is sometimes mentioned, they don't close rides just because they are not ADA compliant.
I do know that in the years before it officially closed, it was often closed temporarily for maintenance. It was an old ride with (what a CM told my FIL) a lot of pieces that had to be hand made if they broke (you can't just go to the hardware store and get submarine ride pieces). It was slow loading and didn't carry many people per hour. The first few years we went to WDW (1986 and on), we frequently didn't ride it because the waits were over an hour.
Just kidding.....totally reminded me of a Saturday Night Live skit they did about how nobody will forget where they were when they heard Kennedy was shot, and they were interviewing people about this on the 25th anniversary of JFK's assisination -- and the one guy jumps up in a panic and shouts, "What? The president's been shot!?"
I, too, miss 20,000 Leagues. I wish they'd bring it back....or put something really cool in its place -- Nemo, Little Mermaid....
