If you get a busy signal is that considered a "minute" or only if someone answers?

:confused3 Hopefully only when someone answers, or a machine answers.

This is a catch 22 question.

First, you don't get charged a minute if nobody answers the telephone or if you get a busy signal.

However, if the telephone rings and rings and rings and then somebody answers, you get charged from the start of the VERY FIRST RING.

Go figure.
