can a wheel chair hold 2 people a child and a adult
 
Depends on the size of the adult, the child and the wheelchair. Might not be comfortable.
 
the child is my 3 year old neice and the wheelchail is for me ai'm anadult plus i'm small for my age
 
The rental wheelchairs have sling seats, like a director's chair. Two people sitting next to each other in that kind of seat wouldn't be too comfortable, especially if one is a lot bigger than the other.
You could hold her on your lap, but that would be more comfortable for her than for you. maybe would work out OK if she is walking a lot and just riding with you when she gets really tired for a shrt time.

I am certain that if you ask the company you are renting from they will tell you in no uncertain terms that they are built for one person and are not safe for two. If you choose to ignore this you have no redress if someone gets hurt.

You also need to ask your neice's parents if they are happy with this arrangement and also the person who is going to have to push two persons.

That said, I have seen this done at Disney.
