It's actuallly pretty easy: all you have to do is get an mp3 of the song you want and then get a software pkg that can manipulate mp3s into appropriate lengths to be used for ringtones. The one I've got is Ringtone Media Studio, and I think it was in the ballpark of $20 or so. Once you've got the song you want and have used the software to edit it down to a good length, you can use any of a number of free cell upload sites; the one I use is http://mindfulmusings.net/cellupload/singleupload.php. It'll have you enter your phone # & provider and then, once your song is uploaded, it'll send you a text message with the URL to go to download the song to your phone. Then you just apply it as your ringtone and you're good to go!
