I may be wrong, but I think upgrades from values to deluxe isn't Disney doing something "magical", it is them keeping resort rooms full, and making a profit. My friend works for Disney reservations, and she told me that their numbers are way down. Look at the 4/3 deal, first you had to book by December, then it was Jan, and now it is March (I think). Disney is hurting too right now. My friend told me that they are even on a hiring freeze. Less people are taking vacations, and many of the people who are taking vacations, are limiting the amount of money they are going to spend. There are more people who can't afford to take any type of Disney vacation, than there are people who can afford it. There are more people who can afford Value resorts than people who can afford Deluxe. Disney, like any business, wants to make the highest profit that they can. Disney rather a 400 dollar a night room be filled by someone who only paid 100, than for it to sit empty. That also opens up more rooms at the value resorts, meaning more people will take the oppourtunity to go to Disney, spend money in the parks, buy souviners, and eat at Disney restuarants. Upgrading is the easiest way for Disney to accomplish that. Not too many people would be upset if they booked at Pop, but were told they get to stay at Poly. Can you imagine if you paid hundreds of dollars for the Poly, and then were told you were being downgraded, with a refund of course, to the Pop upon arrival? You would, as would almost every guest, be highly pissed. Disney wants people to have positive experiences, go home, and tell friends about their wonderful experience. I guess I can see where if you paid 400 a night to stay at the POLY you would be upset that someone only had to pay 100. They way I look at it is, I am going to Disney World because I love the place. I don't think too many people, walk up to random people in the resort to let them know they received an upgrade. I paid for where we want to stay, and I know that is were we are going to be when we get there. If we got an upgrade, I would be estatic, if we didn't I would be okay. I am going to Disney to have a wonderful time with my family, not to worry about what everyone paid for their room.
