Whats the latest someone can change resorts?

We are staying at the Coronado in November. I would really love to surprise the family and upgrade to the "POLY" as something special. I will not know until the beginning of October if I will be getting the funds I am supposed to receive by then. When I asked the people at disney reservations, they said they cannot tell how booked a property is in the system, and it usually is not "very" busy when we are going ( 11/3-11/12) but they can never be sure.
Does anyone think there will be garden rooms available at the POLY 2 weeks prior to our trip, or are all garden views usually gone that close to check-in?
