Normally when Free Dining is offered, guests staying at the values receive the Quick Service Plan and all other guests get the Regular Dining Plan of 1 TS, 1 QS and 1 snack per night. Guests staying at the values can pay the difference and upgrade to the Regular Dining Plan.
I thought those at deluxe resorts got the deluxe dining, is that not the case? Also, you can upgrade the dining plan if you'd like. For example, if you're staying in a Value but you'd like the regular plan, you can pay just the per person difference to upgrade to regular DDP. You would need to do a little math and look at resorts, though; you might find that switching to a moderate resort (with accompanying free regular dining plan) is a better deal than staying value and upgrading.
No, deluxe and moderate resorts offer the regular DDP. I don't think the deluxe dining plan has ever been offered for free, but as you said, you can pay the difference between the free dining plan and the plan you want to upgrade to.
