Traditionally, the anniversary celebrations have run through September, or even December of the following year. The 50th anniversary began on May 5, 2005, and ran through September of 2006. No other anniversaries since have lasted long. Actually, there really haven't been any anniversary celebrations of more than a few days since Disneyland's 50th. WDW hasn't had a real anniversary celebration since the 25th, and that was back in the mid-90's. The success of Disneyland's Diamond Celebration will probably help to determine how far Disney goes with WDW's 50th, which will be in 2021.
But to answer the rest of your question. If my hunch is correct about the Diamond Celebration being over by next May, I would expect a wind-down to begin during the winter months. If things are still going on in May of next year, then the celebration will end in September, to prepare the park for Halloweentime.
What a difference a decade makes. It only seems like they are making a big deal because of how social media has exploded over the past ten years. As a Disney Travel Agent, I have to follow FB, Twitter, etc. feeds, and it's amazing how frequently the same information is passed along. Disney Parks Blog will post the same thing three different times, and everyone else reposts those multiple times. I scroll through my Twitter feed, and see at least ten different posts about the same thing every day. Some of those are reposted by the same user. It's crazy. Once Disney starts advertising DL60, then we may get an idea on how long the celebration will last. The next month should be interesting.

At this point, as far as anyone knows, any valid Disneyland ticket should be fine for admission on July 17th. As you mentioned, there are AP blockouts (SoCal Select, SoCal, and Deluxe). Other than that, I haven't heard that any other types of tickets will be blocked on that day. The crowds are expected to be high, so there is always the possibility that the park will close (for a short period) due to capacity crowds.My sister and I are planning to visit the park for it's birthday July 17th and was wondering if there are any different or special ticketing restrictions (apart for AP Blockouts) on that day?

DL did that from 1992 till 1998, it's not new to them.That seems so strange that these two events will clash. I guess they're trying to divide up the crowds so both events aren't so crowded? Interesting.
