What to Expect: Disney Halloween Time

I will be at DL from September 17-19th and I read about Disney's Halloween time beginning the 13th. I don't believe there is a Halloween party while I am there which is fine but I am wondering what Disney's Halloween time is all about? What can I do that is different? What can I expect as far as characters are concerned? I have only been to DL once before so this seems fun. Thanks in advance for any help.

The park will have all of the Halloween desorations, as well as the overlays for HM and SM. There isn't a Halloween Party until the 27th. There will be special holiday treats and merchandise. Last year, they decked out Big Thunder Ranch with a lot of cool stuff that included "Conjure up a Villain", where they had a meet and greet with one of them...like Cruella, Captain Hook, Maleficent, etc. Hopefully, they have something similar this year.
