What time exactly can I make fastpass reservations if planning to stay onsite?

I know it's 60 days, but most websites don't seem to mention the exact time of day. I thought that it was midnight eastern time (so stay up late the night 61 days prior to the trip,) but I read on another big planning website that it was 7 am. I also read that it can be delayed until 1 am or later if the park is open late.

It's now 7 a.m.
 
It is 7am Eastern time. Parks being open late etc no longer factor into it.
