What time do Dining Reservations open on-line?

Hello, long-time WDW vet, first time (well, fist time since 1994) DL visitor... I know that DL dining reservations open up at "60 days out", but is there a time of day that the window opens for Day 60? I got on this morning at 5 AM PST to make my first reservation at T+60 days and found that the pickings were slim. I recall that park reservations don't open up until 6 AM PST (?) when I tried for those when the window opened, so I was a bit surprised when I tried to dining today and it appears that I missed the starting gun today.
 
3am pacific is when you want start looking for reservations drops. They don’t always release every location on an exact time schedule.
 
When I was making reservations for 3/14 -3/17 several days ago, they opened at 6:00 a.m. east, 3:00 Pac, which was consistent with what I had read. Several of the restaurants booked up completely within a few minutes. From the thread above, sounds like it's moved 3 hours later but I have no idea if permanent or not. That would be a more civilized time but being on the east coast, I felt an advantage because those on the west coast would really have to be committed to do 3:00 a.m. Pac.
 

For the last 8 days, reservations opened at 5am central. Today seems to be a different story and the system is giving me a We're sorry, there is a problem searching for reservations at this time error message which is extremely annoying since I could still be sleeping.
 
Glad to hear that I'm not alone. I started at 2:50 AM PST and each Search Times has gotten me a "No availability" or a periodic "There is a problem" response.
 
Looks like things went live for 3/27 at 6 AM PST today. Got what I was after.

Getting ADRs at Disneyland is a complete joke. We don't even try anymore. Sometimes they appear. Then for months at a time, certain restaurants won't show up at all. It's already a mess being at 60 days out. But the fact they can't get their stuff together makes the whole process dumb.
