What is this in the graveyard at haunted mansion?

Saw this last week near the Dear Old Fred tombstone in the graveyard at the entrance to the haunted mansion. Looked handmade with a haunted mansion wallpaper ribbon wrapped around the flower stem. Any ideas?

I don't know for certain but based on it saying "In Memory of All Servants Who Have Departed," my guess is a tribute honoring CMs who have passed away?
