What is the DDE Plan for Dining and where do you get it?

I am newbie to DVC just bought in July. Just curious what is the DDE plan? Does it cost? We are going to Vero over spring break, is it good there or only at WDW. We are going to our home resort of SSR in July 06. Do I order it before? Any info would be great. Thanks

DDE -- Disney Dining Experience -- gives you 20% off most restaurants on property. Available to Florida residents and AP holders. I believe we paid $50 or $75 dollars for it. Make that back in one trip.

DDE is not used in Vero.
