What is a Power Pass?

I just read in another thread about something called a power pass. I have never heard of this. I've just been researching going to Universal for our first time in December. (Thinking of ading this on to our MVMCP trip).

The Power Pass has some black out dates around the holidays & weekend during the summer months. It will not give you the discounts on food & merchandise nor will it give you the free parking.
