It's a discount program offered through Southwest airlines.
You have to download the program on your computer and then you get periodic messages about special fares. They are only available to book for a limited time.
I just got a ding rate today for a flight I'm taking next month. The lowest rate I had found for the trip was $98 RT. The Ding rate I got brought it down to $71
