...we link a ticket to an MDE account, make park reservations for that guest, and then that person cannot travel with us.....BUT...we have a different family member who CAN? Is there a way to transfer the ticket AND the associated park reservations?

The ticket (if never used for park entry) can be reassigned, but I don't think park reservations can.
 
You can transfer unused tickets in MDE to a different person or a different date if their original date hasn’t passed. Once the original date passes, you have to call Disney ticketing to transfer the tickets. I waited 2 hours a couple weeks ago to do just this.
 

Thanks for all the replies. We have (6) of us traveling in October: Myself and my DD18, and my friend and her family (DH, DS22 and DS19). Her older son is in the Army and has requested leave for the vacation. As I understand it, the leave time has been approved, but with situations as they are, things may change and he may not be able to go. My dad has offered to take his place if he gets deployed, but obviously, this would mean that things would have to get switched around. All of our lodging would be easy to adjust, but I would be concerned with getting “last-minute” park reservations.

If you decide to reassign the ticket, you can do so under your "my plans" link on MDE website, in the app, click on tickets/passes and you can reassign the ticket there.

If it were me, I'd just hand your dad the ticket/magic band of the guy not going and call it a day. Much easier than dealing with Disney IT and as long as it's a new tix there shouldn't be any issue.
